Lethargy and loss of appetite is usually a sign of illness. Does he eat at all? how long has he not eaten at all if so? When was the last time you saw him eat?

Could you put up a pic of both your enclosure and your tort? It's easier to help out with a little context. Hope he gets better soon!

Hi Sarah Louise:

Welcome to the Tortoise Forum!!

There's no time to waste. You need to take your tortoise to a vet who knows tortoises immediately. He is very ill.

Hi and welcome...
I agree it is time for a specialist (vet.) to take a look... In the mean time check his humidity and temperature where he is sleeping and adjust accordingly. How long are your lights on? Have you been checking his weight?

Welcome! Baby sulcatas do sleep A LOT. You'll have some that are active and eat every two seconds and some that will sleep 24/7. It can be illness but I'd say more times than not its just personality. What has helped me in the past is to put an additional lamp closer to the food but not directly over the food because it will spoil. This will help encourage him or her to eat. Another trick that works for me is to try a change of scenery and take a trip outside for a little bit if weather permits you to do so. Sometimes the mixture of a change of scenery, fresh air, and sunlight does the trick. Like I said though, more times than not its just that torts personality to be a sleepy head. Not ruling out something could very well be wrong, just saying its very common.

Hi Sarah Louise:

As it says at the beginning of the "introductions" section, new members' posts have to be approved by a moderator before they show up. So there's no need for you to post the same post over again. If it doesn't show up right away, it just means that a moderator isn't online at the moment to read it and approve it.

Are his lights a coil or spiral shaped? Are his eyes swollen or puffy? What temperature do you keep him?
