Hard to tell what they are from your pictures. Id just remove them all, add some new substrate. I wouldnt worry too much about them. Are they in an outside enclosure or inside?

That looks like fertilizer. What kind of substrate are you using?

I'm not sure what the desert substrate is. If it's sand you should switch it out anyway, sand isn't a good substrate. It can cause impaction.

Go online and find a picture of the substrate you are using so we can try to figure out what these are. They look like some sort of soil additive/fertilizer like in potting soil which should not be used.

Okay i think its fertilizer from potting soil. Should I change the substrate???
Yes store bought potting soil is not good for them as it is full of fertilizers and chemicals, you'll need to change it ASAP. The correct type of substrate depends on the species of tortoise you keep. Please post a picture of your enclosure and let us know what kind of tortoise you have.

I just fixed it and changed to desert substrate only. My tortoises are leopard hatchlings.
