With an open top, you'll have to heat and humidify the entire room. This is why I don't recommend tortoise tables for anything but grown adult tortoises.

The problem with using a humid hide in an open enclosure is the tortoise doesn't spend all his time in it therefore the time that he isnt spending in there he's getting too cold risking a respiratory infection.

Yes, and you should, but this doesn't solve the problem of the rest of the enclosure begin too dry or too cool.
