Humidity help!

Right humidity question..... My Jake is a horsfield tortoise. His humidity will not reach 80% it's going between 60-70%. I am misting his enclosure regularly, I just decided to move his water bowl closer to the heat lamp in the hope it will help, temp is fine. He's eating and bathing, weeing and pooping great. Can anybody give me any tips?

I am a relatively new tortoise owner, I have a redfoot who needs high humidity. A few tips I have learned are; Real plants(I have a living lettuce in the vivarium I mist), I use a substrate that holds moisture well, aswell as sphagnum moss(Unsure how this works with horsefields). Most people will recommend humidifiers, but I manage to keep mine at around 80 with just a mister and some tips for now.

My mother who has a horsefield was recently told by her vet to stop leaving the viv door open(Escaping humidity and heat), however I imagine its still worth airing regularly.

As said I've only had a tortoise for a week, but this is what I do.

First questions are- what is your substrate? A bark, real soil substrate can go a LONG way!
How moist is said substrate? Try mixing in a few cups of water, depending on dry it is.
What kind of hygrometer do you use?
Is the enclosure covered?
70% is quite decent for a russain, but he looks like a little guy, do hopefully this will help :D
