How to keep the enclosure warm

I keep my Russian tort indoors in a sun room and I'm looking to keep him in there and not hibernate him. It's getting cooler and temperatures can be in the low 70° at night. Is there something similar to the covers you put on baby torts enclosures to keep humidity in, that I can put on my torts enclosure to help keep the heat from his lights in?

You can use anything. I use plastic sheeting draped over the light stand. I have used cooking foil in the past.
