how to avoid tort fall over &upside down

I go to school and work everyday, spend almost 6-8 hrs outside
my hatchling star is at home alone during that 8hrs
I always afraid that he/she will flip over and can't turn her/himself around.....
I have this stair for him to walk/exercise.
shouldn't I take it away, and put it back when he grow older?

Most tortoises can manage hills, etc. on their own, and most can 'unflip' easily enough as well. You want to try to compare the benefit/risk ratio- if it likes the stairs, they offer interest and exercise. If it flips over AND CANNOT RIGHT ITSELF, it will be at some risk.

They can be flipped for quite some time, however, before it is a real danger- unless it is under a heat lamp, etc.

Instead of removing the stair, perhaps you could put some sort of railing or barrier on the side?

Many torts love climbing and, given they are going to try it, my view is that the sooner a tort learns to climb safely the better.

Joe is an accomplished climber, he can climb onto bricks stacked 2 high and get down safely, and hasn't flipped in nearly 2 years; it's a very rare event now.

Give your tort things to practise mountaineering on when you're around and take them out if you are out for more than an hour.
