I'm concerned because today while I was at work my Mom was watching my children and my five year old said my Mom was handling/messing with the tortoise. I highly doubt she knows they could be carriers of Salmonella. If my children were going to get salmonella from this how long would it be until they got it?

It's higher chance to catch from turtles. Tortoises, not as much. To be honest, I never heard of anybody catching salmonella from tortoises. All from turtles.

You can't get it just from handling. The child would have to handle the tortoise, then put her hands in her mouth. Always wash your hands after messing with your turtles and tortoises.
