How hard should a baby tortoise shell be?

I have a baby spurred thigh (sulcata?) tortoise and he's active/healthy, although his shell can be pushed in. It's not soft, but it's not completely firm either. It doesn't hurt him when I apply pressure to his shell but does it mean he's not getting enough calcium? I have a UVB/heat bulb.

And how big is your baby? Baby tortoises have pliable shells for some time.

He's only a few months old, and pretty small...say, 3-4in diameter?

Normal then they are squishy for some time even more so on the bottom of their shell
