How do you grow seed?

I recently decided to grow seed for my Sulcatas. After doing some searching, I found Meadow Mix on turtlestuff.com which seemed to offer a good variety of grasses. It came with "instructions" but they seem to be a different language, since I know absolutely NOTHING about gardening (germination? what??), lol. Can anyone tell me how to properly grow seed?

A little more info:
  • I want to grow it outside
  • I live in Southern California, mostly hot and sunny all year long.
  • My sprinkler system turns on twice a day (early morning and evening)

Questions:
  • Do I need a certain type of soil?
  • Does it take a lot of maintenance?
  • What does germination mean?
  • ???

I bought the regular Meadow Mix. The new "Heat Tolerant Grassland Meadow Mix" wasn't an option yet. :(

Usually what you do is till the soil...that is, take a shovel and dig down, turning it over and chopping it up. Then rake it smooth, toss the seeds so they cover the area with a light spreading, then lightly rake it again so that the dirt covers the seed.

However, what I do is to just toss the seeds over the existing grass and weeds and keep it watered.

Germinate is when the seed sprouts and starts to grow.
