How do I reword my tortoise if he does something good like coming to me when I call her name.

I just give Oogway a yummy treat like a hibiscus flower

They aren’t like dogs, and unfortunately can’t really learn like dogs do. There is also a bit of a debate as to whether or not they can hear, so I wouldn’t count on your tort ever really doing anything of that sort.
