:( Sorry! I know how disappointing it is, when you get them something your really think they will like. You are feeling so excited and like your a great keeper, then you give the food to them and they turn up their nose at it. :( Atleast you tried. The good news is while he did not eat it this time, next time he may discover they are his new "most favorite" food.

good news i just checked his enclosure and he was eating it :):):):):):):):):):):):):):p

Wow. 46 pictures of your tortoise NOT eating a flower. That is a record.

Tortoises are creatures of habit. When introducing new foods, I like to chop up a small amount of the new food and mix it with a larger amount of the old favorite foods. This introduces them to the new stuff and it still often takes a while for them to try the new thing. Over time I increase the ratio of new stuff to old and pretty soon they will eat the new stuff by itself.

My Burmese Stars love the yellow hibiscus flowers but do not touch the reds. I would try different colors and the leaves as well. My stars would not touch hibicus leaves the first week or so but now they devour them. Just keep offering reds and try other colors. Your sulcata will be Eating them in no time.

So cute. I am sorry that it would not eat the hibiscus. If you try another day it might be interested. My son put one in for his tortoise and all of them wanted to eat so maybe they will like it if you do what Tom suggested or just keep trying on different days. They always say third try is the charm or something like that. :)
