I have a 1 year old hermans past few days hes been coming out less and past 2 days hasnt eaten or basked as all.hes very cold very sleepy.normaly has a routeen of comin out to heat up under heat then eats and has is active during day so its totaly out of charactor for him

He is trying to brumate/hibernate. You need to keep the heat up, not lower then 70 at night and 80 during day along with 95-100 basking and with bright 12 to 14 hours of light.
If you want him to brumate/hibernate it has to be done right.

No dont want him to hibernate .he has his heat lamp on frm around 7am till 7pm and has uv light but hes not comin out to heat up.this is first tort ive had.we live in a very rural area and temo is dipping quite a bit and was down to 14 deg .i was sold him with a vivarium but have been told tables are better.hes only 1 so quite small.keep tryin to get him out n put him under lamp bit just goes strait back to cold end im worried he will die.

How old are the bulbs in his enclosure? UV lights start to lose their ability to emit light after 6 months with some brands and a year with others.

Can you get new bulbs if they are old or of unknown origin, and perhaps supplement the heat with a ceramic heat emitter or radiant panel?

Let us know the exact temperatures in his enclosure and also the size of the enclosure.

Bath him in warm water (as hot as you would give a child) daily for 20 mins...ideally in the morning to get him up and going (as you've probably noticed, tortoises are heat and solar powered!!)

Probably a daft question but is your heating on yet? We as humans can deal with 15c with a big duvet but if it's dropping to that overnight then it's getting a bit chilly for him...not hibernation low, but enough that he's so cold through he will take some waking and encouragement to move about, especially as a little one.

I have my heating on overnight all night at 23 to keep my torts and other pets warm...albeit expensive...and then in our room we open the window as too hot!

Way round it is some night time supplementary heat. There are night heat bulbs cheap in Pets at Home or heat mats that can be mounted on wall of enclosure. Radiant panels are harder to obtain I'm the UK, but maybe look at heat bulbs on a thermostat so only come on when it's cold...the night one's only emit heat but no light, as does a CHE.
