Does my tort need too be sleeping on the heated mat??

Most likely if he not, he doesn't need too. It might be too warm/hot. Give us a run down of enclosure, temps, humidity, type of lighting and heating and species of tort. Too hard to give an accurate answer with so little info.

Do you have a CHE(ceramic heat emitter) if not i would suggest that over a mat...
