They'll certainly try, but if the females are significantly bigger than him there is a risk he'll end up being bullied
9-10cm is small to be certain of their gender. Unless they've "flashed" you, I wouldn't be sure until they were a little bigger.
I don't recommend trying to breed them if these are the same torts who have a worm problems as you mentioned in other post. Breeder torts must be in excellent health if you want to be successful.

Most heavy worm infestations, like what you are dealing with are very contagious and stressful to a tortoise. Breeding is also stressful. You should wait.
They will all be infected if they are kept together
The so called males look too small to be sexed as males. You really need to sort out the worm problem before breeding
It depends on the type of worm. At best you will see weight loss and the tort fails to thrive.

The worms are consuming most of the nutrition from the tortoise in quantities like your picture shows.
Your tortoise could eat and eat and still get I'll or die of malnutrition.
It's most likely that most or even all of your tortoises have these, but not all have been overwhelmed by them yet.
