What are your concerns? It looks fine to me.
However, what's not fine is having those two together. Tortoises should never be in pairs, even in a soak. If you are housing them together don't!
A straight tube fluorescent for uvb is needed
An incandescent flood bulb for basking.
Ceramic heat emitter for any added day heat needed and for night heat.
Humidity 50% for the larger one, 80% closed chamber for the smaller one

I don’t have a place to keep the other one and I don’t know what to do
You have to get a place for it or rehome one of them. The little one likely will not do well at all being with another tortoise and one so much bigger. They should never be kept in pairs and you have the added size difference.
Something has to be done asap to separate them.

It is a daily stress for both of them. That and the fact the larger one will bully the little one to illness or death.

For now, if you have a large tote box, you could set the little one up in that until you get the enclosure built. It will need its own basking light but you could share the uvb light between the two for now. Give each one about 3 hours of uvb a day.
