Hi, and welcome to the Forum!

Put up fliers on the utility poles in your neighborhood and even go door to door. You'd be surprised how many times people find their escaped tortoise living with a neighbor. You can even put up a free ad on Craigs list.

Welcome to the forum. I hope you find your tortoise. If not large male sulcata are always looking for homes.
