That's right. Use a UVB like a Powersun (heat and UV all in one). Keep it on 12-14 hours per day, timers are great.
Unless your house gets <60F at night, no night heat needed unless your tort is a hatchling.
They need light and a basking source 14-16 hours a day to be active, regardless of age. But keep in mind that babies of many species, Russians being one of the foremost, spend a lot of time in hiding. Even though they may not be out roaming around, the daylight duration and basking heat are still required to make them believe that it is a normal summer day within their enclosure.
There is also no reason to provide additional night time heat for a Russian tortoise if their enclosure remains 60f or higher, regardless of age. Hatchlings, yearlings, sub-adults and adults can all be kept in the same manner, just on a smaller scale based on size. In the wild tortoises of the same species live in the same conditions, regardless of age. I don't where the myth of babies requiring more heat ever started, but it simply is not true.
