When did you get your hatchling ornate? Sometimes box turtles don't grow very fast. If your turtle has good husbandry and has been eating well, and has a normal stool, I wouldn't worry. What are you feeding your turtle? D you have UVB/UVA lighting correct wattage for enclosure size? What is the humidity/temp of the enclosure? Parasites are another reason for stunted growth. If you have ever fed your turtle bugs from the wild (not farm-raised) these can be a source of parasites, as well as contaminated water and other factors. Again, your turtle isn't going to grow like a puppy...it's going to take a long time, and some turtles grow slower than others. This is likely the case with your turtle, unless there is inappropriate husbandry or a parasite situation.
