unfortunately, no. looks like you are using potting soil which is no good. tort could eat the perlite and that could cause impaction. those lights are a fire hazard waiting to happen. You will never be able to keep the humidity needed with an open top. give the caresheet a good read and make the necessary changes.

Sorry to say no. Just about everything is wrong. I'm not trying to be discouraging, but our enclosures are life support systems for our tortoises, and what you've got there won't do it. If we don't tel you what is wrong, you won't know what to fix. That substrate will literally kill your tortoise. The open top and low sides will cause pyramiding. No colored bulbs over tortoises. They need it bright and "sunny" during the day, but warm and dark at night.

Read the care sheet that method89 linked for you. That will tell you everything you need to know, and then come back with any questions. We will help you get it all figured out.
