Hi there, After getting lots of hints and tips on here on how to get my little fella eating correctly by tempting him with new things I have today brought some grass called Festuca blue radiance. Could someone please tell me if this ok? before I plant it in his enclosure

It's absolutely fine: Tortoise Table Plant Database | Festuca

Grow it on in organic soil for about month before feeding though as you don't know what chemicals have been used to grow it. It's not a human food plant so they can use different fertilisers.
