Fully into shell?

My hermanns tortoise is 1.5 years old.
Sometimes when he is nervous when a stranger picks him up, he will retract his head into his shell. I’ve never seen him do this with his limbs. This might be a dumb question, but can he go fully into his shell limbs and all? 😂
