Enclosure humidity help

hello everyone. I curtly have a fully enclose 40 gal breeder for my baby sulcata. I can control the temps pretty Wel but I have issues with the humidity. The cool zone keeps a humidity of 85-91 but the I have issues in the hot zone. The hot zone near the heat lamp is typically 45-60 and sometimes 70ish during the night. I believe its becuse of the heat lamp. Is this typical?

The heat lamp dries it out yes. Keep it moist. Miss might help hold the moisture some.
