Looks like Kalanchoe, possibly Kalanchoe blossfeldiana, but I could be wrong. Kalanchoe blossfeldiana contains a toxin called cardiac glycosides. This toxin is dangerous and will make a tort sick if eaten.

I'd remove it from the enclosure until you are absolutely sure what it is. You wouldn't want to inadvertently poison your tort.
