I change out or spray out the substrate once a month, or more depending on the amount of tortoises. Since ou only have one, once a month would be sufficient, as long as you pick up any droppings you see.

Feces, urine spots and food wastes should removed constantly. Especially in a warm high humid enclosure where bacteria, mites and other "creepy crawleys" flourish. Not spot cleaning and just changing the substrate once a month is going to cause a bacteria and mold jungle. The high humidity and heat contained in an enclosed box is always going to be a hot bed for mold unless it has very good air exchange.
