So is there a a way to tell if a a cherry head tort is going to grow to be as big as a regular RF? Are there people that breed big Cherry heads and the baby will also be big?

Not sure if this applies to all torts, but the bigger the girl, the larger the egg. Then the bigger the hatchling. I don't know if anyone specifically breeding for big cherries but there are breeders with larger girls.

The males are a whole nother issue. I've seen large males that did not appear too old and smaller males that never seem to grow. I was judging their age by the depth of the concavity of their plastrons. It is hard to find breeding sized cherries these days, much less to specifically breed for size.
