My tortoise seems to have something wrong with his foot. Nails are gone and it looks like a stub now what do I do. He’s well taken care of bathed or soaked everyday enough heat and moisture in there. Looked for hair maybe my hair wrapped around him. Nothing wrong with shell

We need to see a pic or two of the tortoise, the foot and the enclosure.
We also need to know the exact temps and humidity, just saying the heat and moisture are there doesn't help us.
Also how old and size?

Get rid of the heat pad. Tortoises dig down and without the proper heat over head, he could've burning himself from the heat pad.
Where are you keeping him? Looks like something is chewing on him or he is being burned from the heat pad.
You need to post pics of enclosure, which if it's an aquarium, it's likely way too small. You also need to know the humidity as they require it.
What kind of lighting and heat are you using other than the heat pad?

You may want to read this. Even if you have had your tortoise for a while, it might help you:

Heat should be from above. Not below.
That Redfoot has an unusual shape. I'm thinking that other issues need fixing too.
What are you using for a UVB source?
How are you providing the humidity of over 70% that a Redfoot requires?
What is the diet?
What is the substrate?
Can you photograph the entire enclosure and the lights and heat source.
Sorry that you had to hear it here. But Pet shops almost never know what they're doing and the sell a bunch of expensive junk.

I'm afraid you were told wrong. Aquariums are good for hatchlings only. Anything bigger and an aquarium is too small unless you special order a very very large one.
You need to read our care sheets, forget what you were told by the pet store, ungrade the enclosure, likely improve the diet, get rid of the heat pad and likely more changes needed
No I don't think it's parasites, they would have to likely be ones that don't normally come with substrate

Your tortoise needs to be examined by a good reptile or tortoise vet, who has knowledge and experience. So please try to get this arrangement made, while you also take all the excellent help and advice you are getting right here! Please read the care sheets and make the changes that are needed, then your tortoise will have the best possible chance. Good luck!

I missed the RED light bulb.
That also needs to go immediately. Because Redfoot (and most other species) just like to eat red things. And a red light makes the substrate, etc look like food. These things are often not digestible.
There are multiple issues going on. We'll help you get things going correctly
