You would get the best heat from it if it were mounted vertically. If horizontal, most of the heat would go up, not down into the habitat. But it wouldn't be harmful to the CHE, if that's what you're asking.

I don't think that it would actually make the heat raise any faster than it being mounted vertically. It all depends on WHERE it is mounted that determines the best heating with a CHE. If it was a convection heating type of unit it would mater the direction it is mounted as it would change the direction of the hot air but since these just radiate heat it should not matter too much.

The only thing I would be worried about is that the fixture would be properly secured as CHEs are not exactly light and I would be worried about it tipping or falling when mounted horizontal. I have accidentally brushed my arm against one and I have a scar to prove that it was hot... Just be careful mounting it so it does not fall on your tortoise or cause a fire.
