can female tort w/ irregular scute lay fertile eggs?

Yes she can. No issue whatsoever.
Yes, of course. It's just cosmetic. There was a thread a little bit ago about hoe higherish incubator temps can cause scute 'variations'. 
There is no reason they shouldnt be able to lay eggs, and all of them do lay eggs! Good luck with breeding your tortoises (if that what you had in mind ).

I don't see why not.......As long as she is mature and health.
She can certainly lay eggs and have healthy young... she might even be one of the lucky ones who seem to be able to pass on unique scutes (it's not all about incubation temps )
