Bumps on neck

While soaking my Russian tortiose, I discovered 3 bumps on his neck (2 on bottom 1 on top) should I bring him to the vet?

Those just look like old scars from where the shell may have cut the skin. I'm adventurous, so if it were me, I'd have my betadine and styptic powder handy, and I'd pick them off. I understand if you don't want to do that.
