Building an enclosure

Hi, I'm looking to purchase my first tortoise. I will probably purchase a male Russian tortoise. I will be building a wooden enclosure for it. Will a 48x20x12 enclosure be able to house it to start or even permanently? Also do you have any suggestions or tips for tortoise caring? Thanks.

Oh yes, that's and big for right now. In the future, I would suggest a 4x6 space, or even better 4x8.
