If by terrain you mean the substrate in the tortoise enclosure...
Before using it you can bake it in your oven.

You probably have springtails. Other than baking, there's not a lot you can do to prevent them. But they are good to have, as they act as a cleanup crew, helping to get rid of waste, food particles, etc in the substrate.

Some people buy them for just that purpose, along with roly polies. The springtails, when they first show up, will have a huge population of them. After some time, their numbers will decrease according to the amount of food, and will stay at a more reasonable size group.

They are completely harmless to your tortoise, and to you.
