Please do not use that is filled with items that can cause impaction when eaten. It mimicks the terrain a tort may transverse over during the course of a very long walk (miles/kilometers) as it goes through its territory but would not be near where it eats.

So only half of the enclosure will be filled with potentially deadly substrate?

It is bad substrate. Dangerous. Not okay. It should not be used at all in any area of any tortoise enclosure. It shouldn't even be sold, but as long as people keep giving them money for it, they will keep selling it. Just like coil type UV bulbs and ramped water dishes.

Put something safe and effective under your tortoise's feet. Not something unsafe and potentially deadly.
