There was a bug under my tortoises water dish should I be worried?

Looks like a pill bug/wood louse. Nothing to worry about. They're creatures that eat plant material. Your tort's enclosure will be perfect for its home.

I'm sorry. Yes you should worry. You are going to need to sterilize the entire area with a flame thrower…

Kidding. Just kidding.

What you have there is an isopod. They are harmless detrivores and they go around cleaning your enclosure for you. Your tortoise might even eat one now and then for a little high protein snack. Won't hurt a thing.
