brown spots and scales

Looking for help on these brown spots found in neck/shoulder area on both sides of head. Male, about 7 years old. Lives in SoCal. Has large heated indoor shelter and large yard to freely roam. His condo got pretty gross recently (not dry enough) so I fully cleaned it out. Will replace water pan this weekend to make sure it's not bacteria from water dish. Any ideas? thanks in advance!
