Please, please, please do lots of research before you undertake this endeavor. There are so many unwanted sulcatas floating around the states and I'd hate to see you add to the situation.
Your tortoises are way too small yet to worry about breeding, and hopefully, you will know more about it by the time they get bigger.
A female sulcata lays 3 or 4 clutches per year, and there are quite a few eggs in each clutch. Your town will soon become overrun with baby sulcatas and you won't be able to find buyers for the babies.
Talk to Tom, Dean S and tortadise. They breed sulcatas and will be able to offer you some insight.
