Both Leopards?

There are two baby tortoises where I work that are supposedly both leopard tortoises. One I'm pretty sure is, but the other I wonder about. Its not about the coloring or pattern as I know that can differ, but with regard to the size and shape of some of the scutes and scales, they don't seem to match. Can anyone here let me know if they're both leopards or if one is something else? Thanks.

Both leopards... but maybe different subspecies. Leopard shell patterns always differ!
