Now that it is nice outside and Sheldon is spending more time in his outside enclosure, I was wondering about how I would go about cleaning him if needed? Thinking about him digging in the dirt etc. I soak him once a week, but that only really goes so high up. He hasn’t needed this but didn’t know the easiest way to wash behind his head, up his neck, etc if he gets dirty. Is it even needed? Also don’t want to stress him out?

It's really not necessary. Just keep the poop off his bottom shell and from around the tail area. General soaking like you're doing is really all that's needed.
