Baby sully making a snapping noise with his mouth

HI,
I have a baby sulcata tort he is very small but i noticed him making a snapping noise with his mouth. he is very tiny about 3-4 inches long and i was wondering if you had any guess what could be causing this. id like to think he is too small to have a beak that would need trimming but this is the first time Ive owned one this small. any help you have would be great!

Is the noise a snapping or more of a clicking noise?

My Russian "snaps" after she's done drinking. It's loud a d I think it's just her "clearing" her mouth. At first it scared me but its normal now.
