I have a baby eastern box turtle i have compost mulch in there.

How wet should it be for him?

Should be moist not wet, you should be able to squeeze the substrate and not ring water out of it. How deep is the substrate? I found the deeper your substrate the easier It is to keep moist and avoid wetness
