Someone ( at a pet store) told me that this can cause shell rot, I have a baby red foot tortoise and am trying to find ways to keep the humidity and heat in. Is this true? If so, what are other things I can use to keep heat and humidity in there? Thank you all :)

There's a fine line between high humidity and too wet of a substrate. Which does cause shell fungus.
Use a substrate like Orchid bark that absorbs water. And make changes to your top. Aluminum foil is one option. Until you find what works for you.
The humidity needs to be over 70%.

Also, fungus issues are relatively common with indoor Redfoots. Especially when the keeper is still a novice.
Luckily it's super easy to treat with simple ATHLETES FOOT CREAM.
I suggest you go ahead and buy a tube of it. I get mine at the DOLLAR STORE. So it's also very inexpensive to treat.

No, tin foil does not cause shell rot. Wet top layer of substrate does.
Dampening the lower layer, pouring warm water in the corners, not a lot, will dampen the bottom while keeping the top dry. The tin foil will help keep humidity and proper temps in.
