Watery eyes could mean something is going on with the substrate. Any recent changes? There are other possibilities but that's a typical one. More information please.

Kale is ok in small quantities, but not as a staple in the diet as it can cause goiter. It's one of my tort's favorites. I just bought a little kale plant so he can have a few bites every once in awhile.

if its a sulcata your talking about, its too dry, its over heated, so up the humidity and give it a warm bath to start off. kale for sulcatas is a good food in all its varieties.

Sulcatas are sometimes referred to as "the crying tortoise" because their eyes water in order to keep the dry sand out of them. So if you are noticing watery eyes, its probably due to too dry conditions, like was said previously.
