my largest tortoise still has bubbles in her one eye, i see it on occassion, im really wondering what this is from. the humidity is 95% and the heat is 81 so what am i still doing wrong?

OKAY, i have done everything now! currently i have downed all the dirt with water, i have heat ropes that are set at about 80 degrees and now i have my humidifier in the enclosure, i can see the water on the glass, YET my humidity gauge is only saying its at 36??? this cannot be right can it...

ive looked it up and im unsure what this could be caused by? is it reversible and is it something that i should really be concerned about? there heat is up in the eighties and the humidity gets up into the 70s

I was jw if somebody could tell me what the idea humidity is and the ideal heating for red foots, im never really sure when searching around on the internet. But i just got some heat rope and a temp guadge and i am hoping that this will help allot :)
