Shell rot?

I was wondering if this is onset shell rot or new growth? I am a first time tortoise owner with many questions and probably more to come. Also is it normal for them (Hermanns tortoise) to have almost a tick in which they bob there arms and head in unison?

I'm talking about the lighter speckle of color on the last scutes. Sorry if the pictures are not the best!

I don't see anything too worry about. However, clearer pics would help a lot. They are kinda blurry too me. The head and leg bobbing is normal in torts.
