Russian tortoise skin peeling on head

My totoise skin on his head is peeling and I think it's because the bulb I recently had was too hot for him but now I have a lower wattage bulb (75W) that keeps the temp at 86 degrees. I'm just wonder if I should be worried about it and what can I do to heal it. And also my tortoise hasn't pooped in about 7 days but he's been eating on a regular basis any suggestions?

They do need to warm up under a basking bulb that reads 95-100. If they can't, they can't properly digest their food. Tortoises will peel sometimes. It doesn't look burnt to me. Keep him hydrated and keep up with warm soaks. Do you have any humidity in his enclosure?

How long/often do you soak? My Russian usually pooped in his soak, but not every time. Give him a good soak in luke warm (keep it that way without cooling) water.

His humity is 40%. To be honest I don't even know how to "create" humidity.

Oh, yeah you should soak him 2 times a week. More if you really want to make sure he's hydrated
