Anybody know what this is on RT's shell?

I've had Vince about two weeks now, and he's had this white mark on his shell since I got him. At first I didn't care/notice, I thought it would wash off. It looks like paint or something that should be able to chip off but it's stuck there no matter how often I soak him, it doesn't look like bad news as he acts perfectly fine. It's just a bit strange as it's such a bright white it doesn't look natural to his shell.
The only thing I can think is that he knocked it on something in his last home?

It might be an identification mark. Some breeders mark the babies to tell them apart. I'll bet you can scrape it off with your fingernail.

I'd think with the ID mark as well, it looks almost too bright to be damage, especially being so small, and if it was damage I can imagine even if not deep damage you'd be able to feel a little divet in the area.
