Wrinkle plastron,lethargic,doesnt want to eat.

My mistake buying from wrong seller(28 december 2020) since this baby is my first tort i only checked the eyes and nose.
He eat 3 days after i bought him and upgraded my enclosure and stuff,i thought he will gradually become healthier but theres still no sign of him being active and eating properly.

Enclosure :
I live in Indonesia South East Asia and has reasonable 80F degrees with 50-60day humidity on the room temp.
Humidity in enclosure is 50-60 day
70-80 night.
100*40*25cm open top table
Che+ thermostat at 80F
Uvb uva from nomoypet
Coco coir with forest bark at the top
I soak him twice a day,
Morning with electrolyt
And Night with procare
95 at basking
And 80 at hiding spot
I put cuttlefish bone in the enclosure
I gave him exoterra calcium d3 twice a week.
Mazuri pellets.
And grocery vegetable.
Currently he live with 3 tort.
Since pairs is forbidden.

Diagnose :
Rarely Move (still moving like 2/3 steps and go back to sleep)
Ralely Eat
Rarely open his eyes
His nose is clear.
Very weak legs
Plastron wrinkled and the color is a bit dark
Plastron a bit soft compared to my other tort
His poop is darker and hard

What should i do?
What happen to him? Dehydration? MBD?
Can he be cured?

They need to be separated and in a closed chamber enclosure.
Read threads for care in the sulcata section and pay close attention to the closed chamber threads.
The plastron looks fine to me. It might smooth out more and it might not, nothing seems worrisome except the open enclosure and having two together.

Open enclosures don't work.

Daytime ambient temp should climb toward 90, in addition to the basking area.

Your humidity is much too low.

I would only soak once a day, and you don't need those additives. Just plain water.

If your baby was damaged by dehydration after hatching, you cannot undo that damage. All you can do is offer optimal conditions and hope for the best. Optimal conditions are warmer and more humid than what you are providing.
