Look like some shell damage, more than likely he banged himself and chipped it.

No it is not a vector for infection, looks like there was no serious damage, just leave it alone and it should do fine.

Well more than likely part of it did chip off, but I don't see blood so it more than likely was the top layer, like I said should not be a problem, of course just keep a eye on it just in case.

I agree with Captain. I have my old man Humphry and he has a couple of spots where he has chipped spots on his plastron too....no sores or cracks but just chipping of the shell here and there....:D

Russian tortoises often have chips in those exact spots because they have been shipped here from Central Asia, stacked one atop the other in crates. If they survive that journey, they may have some minor shell damage, but it's not usually a problem unless they experience poor husbandry in their new home (substrate of the wrong type that is too dry or too wet, bad diet, not enough light, etc.). As long as he is in the right environment, it should gradually heal over just fine.
