Big Apple specifies in their video that they do not include the cold lead in their lengths, they list the size as the actual heating part of the cable.
Will a heat cord help me warm up my 'floor'?

That should work great.
I use the heat cords ( waterproof) from Big Apple, in several of my Redfoot enclosures, per Mark from the Tortoise Library. The temps of the cords are controlled with a thermostat and hardware cloth is attached over the cords. I add water under the substrate and these cords keep the water warm, substrate warm and dry and humidity up.
