White spot on turtle's head

My dad just got me a pair of Red Eared Slider baby turtles on 8th of May, and I just saw yesterday that one of them has a white spot on the layer of skin around his neck and its on his head.

Your new turtles are water turtles and cannot eat unless they are in the water. Here's a link to a good care sheet:

The white spot might be fungus, but I can't really see it in the picture.
