White dust appearance on edges of shell

My Russian tortoise has the appearance of dry white dust around the bottom "skirt" of his upper shell (just at the bottom quarter inch or so). It's not actually dust, as it doesn't wipe off, but that's what it looks like. I believe this is a very recent development. It doesn't look alarming, I just don't think it was there before.

He was quite sick -- constipated and not eating -- for about a month and a half (took a while to figure out what the problem was!), until a couple of weeks ago. (So I need something new to worry about!) Is this nothing? Or related to not eating for that long? Or the start of something?? He was soaking very frequently while sick (2-3x/day), and now that he's feeling well he won't stay in soaks for more than a couple minutes at a time (probably need to find a different, larger container), so maybe his shell is just literally a little drier?

I could post pics tomorrow, but I don't think it shows up so well in them.

The only thing that comes to mind is a water line, like what you get around the inside of the toilet bowl.
